*facepalm* oh jenny... I'm starting to really question how these regions manage not to have any issues with ACTUAL crime, like murder.

but then again, it's starting to make a LOT more sense why they haven't managed to apprehend any real criminals.

Looking into your eyes with disappointment. And if you try to kill the Pikachu it would just shock the crud outa you.

You have a Gym Leader that lost end up trying to steal a pokemon and possibly a badge from a trainer...

Vs the fact that he was a some what average looking person part of a criminal organization who sent a fire starter to fight a water pokemon and left without causing any problems...

well besides having the gym leader be caught seen trying to steal a fish from them that apparently ate a badge that his owner had won.

@troblsomtwins829: Maybe that's Team Rocket's real secret. The reason why they steal pokemon, wear uniforms, and speak a ridiculous motto is to be the public face of crime. They are hired to be inept and easily captured so that they distract away from ACTUAL criminals.

But then again, maybe the same is true of the Jenny family of officers and the ACTUAL police force operates undercover stopping real crimes from taking place.

Sounds like a case of "generic protagonist." The audience has to relate to the protagonist, so he can't have too many defining features, lest he seem like his own person.

Evidently, it also means that they can get away with crimes easily. Curse the world (read: artist) for giving Artemis unique and defining features!

Oh Course! That's why Atty was recruited in team rocket! He blends in with all the other background characters that he can slip in and out of any situation! Hell, Atty could take over the poke world if not for his apathy.

The irony of Officer Jenny's question is, it reminds me of the Terry Pratchet book "Going Postal" where the main character, a con artist, talks about how he always puts some sort of really recognizable item on, because that's what people will be drawn to. The irony is that they then describe this completely disposable item and forget what the person wearing it looks like. So, aside from the scar (and even those could be faked), none of those things are NECESSARILY useful.

Of course, not everyone is an expert con artist, so we'll give her a break on that.

Protip: More often than not, super unique qualities like different-colored eyes, big scars, or obtrusive hair designs don't do a lot to make your character memorable, iconic, or expressive.
