See, this is where the cover comes into the picture. Remember the pile of defeated Pokémon? Those are all Pokémon owned by the Trainers on this route, plus a wild Drowzee, also found on this route. Not keeping my hopes up for an imminent evolution, but... who even knows at this point?

@Takeshre: Do a Google image search of a swastika. The points go in the opposite direction. And yes, that DOES matter.

@KiraTsukasa: There are two versions of the symbol, and both are called a "swastika."

Either way, it was a joke about people making weird conspiracy theories about maps and other things that look like swastikas (like in Zelda) despite the fact that the symbol existed long before Nazi Germany and really had nothing to do with anything negative.

It... doesn't look much like a city. It looks like a small park with walkways that for some reason are square instead of gently curved.

That's because the drawing isn't of the city, it's of the game route next to Vermilion City. Check the map in eishiya's comment to see what Route 11 looked like in the original Pokemon games.

Unfortunately for Atty, he's trained most of his Pokemon so little that it's more than likely he'll lose quite a few battles before Rat and Venus get stronger (or before he gives up and uses DT instead). Still, I'm happy that he's at least giving them a chance for once.

Wait... Aren't there a lot of fire type pokemon trainers on this route? Jugglers I think. Could be thinking of a different one I guess.

@Stasis66: Just the one Gambler with a Growlithe and a Vulpix. There were Youngsters with various Poison-types like Nidoran and Ekans, Engineers with the Magnemite line, Gamblers that each specialized in a different type (Grass had Oddish and Bellsprout, Fire had Growlithe and Vulpix, Water had Horsea and Poliwag, and Electric had Magnemite and Voltorb), that sort of thing. The Youngster closest to the city has a relatively high-level Ekans which, if memory serves, actually ought to have evolved by now, and that Water-type Gambler's Poliwag ALWAYS went first with Hypnosis! ALWAYS!

...All of that was done completely off of memory.
